It is a separate offline verification of internal consistency (not an independent third-party attestation), checking ten criteria over this bundle: K attestor key pin, S receipt signature, T time bounds, P policy hash pin, M mandate recompute + signature + binding, V manifest vs. directory (exact set, per-file sha3), J journal hash chain, E execution envelope (BCS decode, local signature verify, mandate linkage), D receipt statement byte-equality against re-derivation from evidence, O outcome/evidence consistency. Result for this case: ACCEPT, 10/10 criteria, exit code 0. Receipt hash convention (two values, both correct): receipt_statement_hash 0x87c2c2dfd9afa20d32e5ebeb0e6f8b4098e7fc0383dca936ad4f1e9df8dccd5e The receipt statement hash is calculated from the canonical JSON representation of the signed receipt (sorted keys, no whitespace); it is the value recorded in the journal's case_closed entry. receipt_file_sha3 42fc8eecc8753257f6012f120b50675aa2df682ab2db92d07155897f09bc49fe The published file hash is calculated from the exact downloadable file bytes, including its final newline. Settlement amount note: the platform API returned a JavaScript floating-point balance delta (0.00016899999999964166 in the raw observation). The normalized economic amount is 169 micro-USDC -- "exactly the mandated rate" refers to this normalization. Future adapters should use integer micro-units end-to-end; this fix has since landed in the COSMO engine.
