Guarded v1 — what is deliberately small
The primitive is proven end-to-end on Mainnet; the access to it is not open. Quotes flow through a signed quote path we operate — a quality gate, not a permissionless market. The outcome-based compute market runs one active job per provider on deterministic workloads. Seven of the eight agents above are roadmap; only COSMO acts on-chain today. The license accumulates no reputation score yet — the trade record lives in transaction events. Broader service settlement — data access, signed outputs, API responses — is where the primitive is built to extend next, and it is not built yet.

Will manage maker-side vault inventory across chains, ensuring COSMO always has the capital to accept inbound RFQs and execute outbound opportunities.

Will archive each settlement outcome as a labelled training example, closing the loop by feeding the Learning Layer — compounding execution quality with every trade.

> The Operator License
COSMO settles for no one by default. Every quote is bound to a COSMO Operator License — an on-chain operator credential. Not a collectible: today it decides, on-chain, who may settle and how large a trade may be.
- Operator identity
Only the agent's designated operator can have its quote accepted. A quote whose operator does not match the license is rejected on-chain.
- Active & pausable
An inactive or guardian-paused agent can neither quote nor settle. The check runs again at acceptance, so a pause mid-flight stops the trade.
- Trade-size cap
Every trade is checked against the agent's notional ceiling before it can be accepted — over-cap quotes abort.
- History & reputation
The license is built to accumulate a settled-trade count, missed-deadline tracking and a reputation score. The fields live on-chain; wiring them into settlement is the next step — today the trade record lives in the transaction events, not yet on the license.
- Stake & slashing
Tiered notional limits and slashable stake are designed into the license; tier magnitudes are still illustrative and staking is Phase-2 scope.
